What Is the BCA Green Mark Scheme
The Building and Construction Authority (BCA) Green Mark scheme is Singapore's national green building rating system, launched in 2005 to promote environmentally sustainable construction and building operations. It evaluates buildings across five key areas: energy efficiency, water efficiency, environmental protection, indoor environment quality, and other green features.
The current framework is Green Mark 2021 (GM:2021), which centres on three pillars: Climatic Responsive Design, Building Energy Performance, and Advanced Green Efforts. Under this framework, buildings are assessed by their percentage improvement in energy consumption relative to a 2005 baseline.
For property agents, Green Mark ratings appear frequently in new launch marketing materials and affect how buyers and tenants evaluate operating costs and sustainability credentials.
Rating Tiers
Green Mark 2021 uses a tiered certification system based on energy savings and sustainability performance achieved:
- Green Mark Certified — minimum entry level; the building meets base sustainability requirements and is the mandatory minimum for new buildings above the GFA threshold.
- Green Mark Gold — moderate improvement above baseline; most new residential launches in Singapore currently achieve at least this tier.
- Green Mark GoldPLUS — higher energy savings and sustainability features; premium positioning for newer condominiums and commercial developments.
- Green Mark Platinum — top tier; reserved for buildings achieving the highest environmental performance under the standard framework.
Beyond these standard tiers, BCA also recognises two advanced designations: Super Low Energy (SLE) (buildings achieving 60% or more energy savings from the 2005 baseline) and Zero Energy (ZE) buildings (net-zero energy consumption). SLE and ZE are most commonly achieved by public buildings and institutional projects, though some commercial developments have attained SLE status.
Mandatory vs Voluntary Certification
Green Mark is mandatory for new buildings above 2,000 sqm gross floor area (GFA) — they must achieve at least Green Mark Certified under BCA's Building Control (Environmental Sustainability) Regulations. This applies to residential developments (condominiums, mixed-use with residential component) as well as commercial and industrial buildings.
For landed properties and smaller buildings below the GFA threshold, Green Mark certification is voluntary. Some developers pursue voluntary certification as a marketing differentiator.
Agents marketing new launches should check the project's Green Mark tier and ensure representations to buyers accurately reflect the certified rating rather than relying solely on developer brochure claims, which sometimes describe pending rather than confirmed certifications.
What Green Mark Covers for Residential Buildings
For residential condominiums and mixed-use developments, Green Mark assessment typically evaluates:
- Air-conditioning system efficiency — higher Coefficient of Performance (COP) or Energy Efficiency Ratio (EER) reduces common area and individual unit energy costs. Variable Refrigerant Flow (VRF) systems in newer developments often contribute to higher ratings.
- Building envelope — thermal transmittance (U-value) of walls and glazing, Envelope Thermal Transfer Value (ETTV); a better envelope reduces solar heat gain and cooling load, directly benefiting residents' electricity bills.
- Lifts and escalators — energy-regenerative drives, LED lighting in lift cars.
- Common area lighting — LED fittings, motion sensors, daylight sensors in car parks and lobbies.
- Water efficiency — rainwater harvesting systems, low-flow fittings, water-efficient landscaping.
- Indoor environment quality — ventilation rates, use of low-VOC materials, daylighting in common areas.
Higher-rated buildings often additionally incorporate smart energy management systems, rooftop photovoltaic (solar) panels, and green roofs.
Effect on Property Value and Operating Costs
Green Mark-certified buildings tend to command a premium in both sale and rental markets, particularly among institutional buyers, REITs, and environmentally conscious occupiers. The premium is more pronounced for commercial and office properties, but is increasingly measurable in high-end residential condominiums.
For MCST-managed strata developments, a higher Green Mark rating typically translates to lower common area utility bills. This can reduce the maintenance fee (S&CC) over time or slow its escalation — a practical selling point agents can highlight when comparing two otherwise similar developments.
For individual units, an energy-efficient building envelope and air-conditioning design reduce individual electricity bills. In higher-end units, smart home integration with energy monitoring systems is sometimes bundled with Green Mark features.
Note: Green Mark certification does not directly affect property tax assessment or stamp duty rates.
How to Verify a Building's Green Mark Rating
The BCA maintains a public registry of all Green Mark-certified buildings on the BCA GreenSG portal (accessible via the BCA website). Agents can search by building name, postal code, or developer to verify the certified tier and the year of certification.
An important caveat: an older Green Mark Certified building built under the 2005 or 2010 standards is effectively much less energy-efficient than a GoldPLUS building certified under GM:2021. The baseline standards have been substantially tightened over time. When comparing buildings across different eras, the tier alone is not directly comparable without checking the framework version under which it was certified.
When buyers ask about green credentials, agents should verify the specific tier and certification year on the BCA registry rather than relying solely on developer brochure claims. Green Mark certification pending at launch is not the same as certification already awarded.
Guidance for Property Agents
- In new launch marketing — check the actual certified tier on BCA's registry before quoting a rating to buyers; developers occasionally market "Green Mark Gold" loosely when certification is still pending at the time of launch.
- Comparing developments — when buyers compare two similarly priced condominiums, highlight Green Mark tier differences and their practical implication for long-term maintenance fees and individual energy costs.
- Commercial and industrial leasing — for office tenants with ESG mandates, Green Mark Platinum or SLE certification can be a decisive factor in site selection. Position accordingly for corporate tenant mandates.
- Due diligence for buyers of older buildings — verify whether the Green Mark certification is current and under what framework version it was granted. Older certifications may not reflect current performance levels.
- Renovation interaction — major renovation works that alter the building envelope or mechanical systems may affect a strata development's Green Mark in-use recertification; MCST approval and notification to BCA may be required for significant works.
