The HDB resale process involves two portals and two government agencies: the HDB Resale Portal (used by buyers and sellers to submit the resale application) and the CPF Board (if the buyer is using CPF funds). As the buyer's agent, your role is to guide the client through eligibility checks, financing, option negotiation, and portal submission — while ensuring all CEA obligations are met at every stage.

Step 1: Establish Eligibility — HFE Letter

Before your client views any flat, they should apply for an HDB Flat Eligibility (HFE) letter via the HDB website. The HFE letter confirms:

  • Whether the buyer is eligible to purchase an HDB resale flat.
  • Which flat types and towns are available to them.
  • Which CPF housing grants they are eligible for (EHG, CHG, PHG) and the amounts.
  • Whether they qualify for an HDB concessionary loan and, if so, the maximum loan amount (HDB Loan Eligibility, or HLE).

The HFE letter is valid for 6 months. A buyer who does not have a valid HFE letter cannot register an Intent to Buy on the HDB Resale Portal. Encourage clients to apply early — processing takes 1–3 working days for straightforward cases but may take longer if income documents or supporting declarations are needed.

Step 2: Financing — HDB Loan vs Bank Loan

The HFE letter will indicate whether the buyer qualifies for an HDB concessionary loan. If the buyer prefers a bank loan, they should obtain an In-Principle Approval (IPA) from their bank before making an offer.

Key differences to explain to your client:

  • HDB loan: 75% LTV, all cash/CPF down payment (no minimum cash component), 2.5% interest rate (0.1% above CPF OA rate), no lock-in or prepayment penalty.
  • Bank loan: up to 75% LTV for first property, but minimum 5% cash down payment (the remaining 20% can be CPF or cash), rates linked to compounded SORA plus spread, with lock-in periods typically 2–3 years.
  • Key irreversibility: A buyer who takes a bank loan cannot switch back to the HDB concessionary loan. A buyer who takes the HDB loan can refinance to a bank loan later.

Step 3: Register Intent to Buy on HDB Resale Portal

Once the buyer has a valid HFE letter, they register an Intent to Buy (ITB) on the HDB Resale Portal. This registration is linked to a specific flat (by postal code and flat type) and is valid for 7 calendar days from the date the seller grants the Option to Purchase.

At ITB registration, the buyer's HFE details are verified against the specific flat. The portal flags any eligibility conflicts — for example, if the flat type is incompatible with the buyer's citizen/SPR mix, or if the EIP/SPR quota for the flat's block has been reached.

Step 4: Option to Purchase

The seller grants an OTP to the buyer. For HDB resale transactions, the OTP is HDB's prescribed form and must follow prescribed terms:

  • Option fee: S$1 to a maximum of S$1,000 (negotiated, no longer prescribed).
  • Option period: 21 calendar days from OTP grant. The buyer must exercise or allow the option to lapse within this period.
  • Exercise fee: paid to the seller on exercise of the OTP. The option fee plus exercise fee together cannot exceed S$5,000 (inclusive of any negotiated amount above S$1,000 for the option fee).

Both buyer and seller must register their respective intent (seller registers Intent to Sell, buyer registers Intent to Buy) on the HDB Resale Portal, and the OTP must be linked to these registrations.

Step 5: Exercise the OTP and Submit Resale Application

The buyer exercises the OTP by signing the OTP and paying the exercise fee. Within 7 calendar days of exercising, both buyer and seller must jointly submit the resale application on the HDB Resale Portal. Each party submits their own portion of the application separately — there is no single joint submission form.

The application requires:

  • Confirmed flat details and agreed purchase price.
  • CPF usage declaration (how much CPF the buyer will use for down payment and monthly instalments).
  • Housing grant application (if applicable).
  • Confirmation of financing (HDB loan or bank loan details).

Step 6: HDB Approval and Appointment

HDB reviews the application and issues a letter of approval, typically within 4–6 weeks for straightforward cases. HDB then books a completion appointment, usually 6–8 weeks after approval, at an HDB Hub or branch.

At the completion appointment:

  • Buyer pays the balance of the purchase price (balance after CPF and loan drawdown).
  • Seller delivers vacant possession and keys.
  • HDB updates the ownership records.

The full resale timeline from OTP grant to completion is typically 8–12 weeks, depending on HDB appointment availability.

CEA Obligations as Buyer's Agent

  • Sign a written Estate Agency Agreement with the buyer before performing estate agency work.
  • Obtain a Client Authorisation Form (CAF) if performing any acts on behalf of the buyer.
  • Present all properties that meet the buyer's criteria without filtering — the buyer decides which properties to view.
  • Do not fabricate competing buyers or false urgency to pressure the client into a decision.
  • Disclose any conflict of interest — including if you are also representing the seller (dual representation requires written consent from both parties).
  • Advise the buyer to engage a solicitor if the transaction involves complex issues (LPA, CPF withdrawal disputes, or the buyer's capacity is in question).

Q: Can my buyer client make an offer before getting the HFE letter?

A: No. The buyer must have a valid HFE letter to register an Intent to Buy on the HDB Resale Portal, and registration must happen before or within 7 days of the OTP grant. Without a valid HFE, the resale application cannot proceed.

Q: What happens if the EIP quota is full for my buyer's ethnicity?

A: The buyer cannot purchase that specific flat, regardless of other eligibility. Check the HDB EIP/SPR quota enquiry tool before the client makes an offer on any flat.

Q: Can the buyer use CPF grants toward the option fee or exercise fee?

A: No. CPF funds cannot be used for the option fee or exercise fee. These must be paid in cash. CPF can be used for the balance purchase price payment at completion.
