Anyone carrying out estate agency work for reward in Singapore must be registered with the Council for Estate Agencies (CEA). Registration requires passing the Real Estate Salesperson (RES) examination and being sponsored by a licensed estate agent. Who Must Be CEA-Registered?

Under the Estate Agents Act, any person who carries out estate agency work for a commission or other reward in Singapore must be registered with the CEA as a Registered Salesperson (RS). Estate agency work includes:

  • Negotiating the sale, purchase, lease, or assignment of any immovable property
  • Acting as an intermediary or facilitator between buyers and sellers, or landlords and tenants
  • Referring clients to property transactions for reward (including referral fees)

A Registered Salesperson must carry out estate agency work under the supervision and sponsorship of a licensed Estate Agent (EA) — the licensed agency. Individual salespersons cannot hold an estate agent licence; only licensed agencies can. The agency's Key Executive Officer (KEO) is the registered individual responsible for the agency's compliance with the Estate Agents Act.

The RES Examination Pathway

To become a Registered Salesperson, a candidate must complete the following steps:

  1. Complete the RES Course — An approved preparatory course accredited by the CEA. The course covers Singapore property law, CEA regulations, agency duties, client advisory obligations, and practical transaction knowledge. Course providers are listed on the CEA website.
  2. Pass the RES Examination — A two-paper examination administered by the CEA. Paper 1 covers real estate agency practice, including the Estate Agents Act, CEA regulations, and professional conduct. Paper 2 covers practical knowledge of property transactions — HDB, private residential, commercial, and industrial property. Both papers must be passed within a rolling two-year window; a candidate who passes one paper must pass the second within two years.
  3. Register with a Licensed Estate Agent — After passing the RES examination, the candidate must apply to CEA for registration as a Registered Salesperson, sponsored by a licensed estate agent. The applicant must not be an undischarged bankrupt and must meet fit-and-proper criteria (no relevant criminal convictions, no disqualification from registration).

Registration Certificate and Badge

Once registered, a salesperson receives a CEA registration certificate and a physical identification card. Key obligations upon registration:

  • The registration certificate must be carried when conducting estate agency work and produced to clients or the CEA upon request
  • The CEA Public Register lists all registered salespersons and licensed estate agents — clients can verify an agent's registration status online
  • A Registered Salesperson may only be registered under one estate agent at a time; simultaneous registration with multiple agencies is not permitted
  • A salesperson who wishes to transfer to another agency must de-register from the current agency and re-register under the new agency; the transfer process must be completed before the salesperson begins work at the new agency

Registration Renewal and CPD Obligations

CEA registration is valid for two years and must be renewed before expiry. Renewal requires the salesperson to have accumulated the required Continuing Professional Development (CPD) credits during the registration period:

A salesperson who does not accumulate the required CPD credits before renewal cannot renew their registration. Non-renewal results in lapsed registration — the salesperson cannot legally conduct estate agency work until re-registered.

Estate Agent Licence vs Registered Salesperson

The two tiers of the CEA framework are distinct:

  • Estate Agent (EA) licence — Held by the agency entity (a company or sole proprietor). The EA licence allows the agency to carry out estate agency work as a business. The licensed agency must appoint a Key Executive Officer (KEO) who is individually registered with the CEA and meets specified experience requirements.
  • Registered Salesperson (RS) — An individual who carries out estate agency work under the umbrella of a licensed estate agent. The RS is not licensed to operate independently and must be sponsored by and work under an EA.

Team leaders and division directors at large agencies are still Registered Salespersons unless they hold an EA licence in their own right. The team structure does not change an individual's registration status.

Q: Can I do property referrals without being CEA-registered if I don't claim a commission?

A: Whether an activity constitutes estate agency work depends on what was done, not only on whether a commission was claimed. Regularly introducing buyers to sellers, negotiating between parties, or facilitating property transactions for any reward — including non-cash benefits — may be treated as estate agency work requiring CEA registration. One-off introductions between friends are generally not regulated, but systematic referral activity for a fee is. If in doubt, seek legal advice before acting.

Q: What happens to my registration if my sponsoring estate agent's licence is revoked?

A: If a licensed estate agent's licence is revoked or surrendered, all Registered Salespersons under that agency must find a new sponsoring estate agent and transfer their registration within the timeframe prescribed by CEA. During the transition period, they cannot conduct estate agency work until their transfer to a new agency is confirmed on the CEA register. CEA typically contacts affected salespersons directly when an agency's licence is in jeopardy.

Q: Can a foreigner or PR become a Registered Salesperson in Singapore?

A: Singapore Permanent Residents may apply to become Registered Salespersons subject to the same eligibility criteria as Singapore Citizens — passing the RES examination, meeting fit-and-proper requirements, and being sponsored by a licensed estate agent. Foreign nationals who are not PRs are generally not eligible for CEA registration as Registered Salespersons. Eligibility criteria are set by CEA and are subject to change.
