What Is a BTO Flat?
A Build-To-Order (BTO) flat is a new HDB flat constructed only after a sufficient number of eligible buyers have applied for flats in a given project. HDB launches new BTO projects periodically — historically quarterly, in February, May, August, and November — across different towns in Singapore. Buyers apply during the sales exercise window and are allocated flats by ballot.
BTO flats are priced below market value and are subsidised by the government. They come with a fresh 99-year lease. First-timer households receive priority in the ballot and access to higher CPF Housing Grants.
Eligibility to Apply for a BTO Flat
Before applying, buyers must meet HDB’s eligibility conditions:
- Citizenship: At least one applicant must be a Singapore Citizen. The co-applicant can be a Singapore Citizen or Singapore Permanent Resident.
- Family nucleus: Must form a valid family nucleus — e.g., married couple, fiancé/fiancée, parent and child, or single SC aged 35+ (for 2-room flexi BTO only)
- Income ceiling: Monthly household income must not exceed the applicable income ceiling for the flat type applied for (e.g., $14,000 for standard BTO, $7,000 for 2-room flexi for singles)
- Property ownership: Must not currently own private property and must not have disposed of private property within 30 months of the BTO application date. HDB flat ownership restrictions also apply — first-timers must not have previously owned a subsidised HDB flat.
- Minimum Occupation Period: If the applicant previously owned an HDB flat, they must have fulfilled the MOP before selling and applying for a new BTO flat.
How to Apply During a Sales Exercise
Applications are submitted via the HDB Flat Portal (flat.hdb.gov.sg) during the sales exercise window, typically open for about a week. The process:
- Register HDB Flat Eligibility (HFE) letter: Since May 2023, applicants must hold a valid HDB Flat Eligibility (HFE) letter before applying. The HFE letter confirms the buyer’s eligibility, the applicable CPF Housing Grants, and HDB loan eligibility (if relevant). It is valid for 9 months.
- Browse available projects: HDB publishes details of available BTO projects — town, flat types, indicative prices, and location maps — before and during the sales exercise.
- Submit application: Select up to one BTO project per flat type per sales exercise. Pay the application fee (S$10, non-refundable) online.
- Receive ballot queue number: After the application window closes, HDB conducts a computer ballot. Each eligible applicant receives a queue number that determines the order in which they are invited to select their flat unit.
Agent note: CEA agents cannot directly assist in submitting HDB BTO applications — BTO is a direct HDB sales process. However, agents can help clients prepare their HFE application, plan their interim housing (e.g., renting while waiting), and model BTO financing options.
How the Ballot System Works
The ballot queue number is allocated by HDB’s computer system — it is random within each applicant category. Queue position determines the order of flat selection: lower queue numbers select first and have the widest choice of available units.
Applicant Categories and Priority
HDB allocates a portion of each BTO project’s flats to different applicant categories. First-timers receive priority allocation, meaning a higher proportion of flats are reserved for their ballot pool before second-timers can select. Key categories:
- First-timer families: Highest priority — typically 85–95% of flat supply in each project is reserved for first-timers in the initial allocation
- Second-timer families: Lower priority — can only select from remaining supply after first-timer allocation rounds
- Priority schemes: Applicants who qualify under priority schemes (Married Child Priority Scheme, Parenthood Priority Scheme, Multi-Generation Priority Scheme, etc.) receive additional ballot chances — effectively improving their odds of a low queue number
- Singles (2-room flexi only): Singapore Citizens aged 35+ applying under the Single Singapore Citizen Scheme receive a separate ballot pool with a portion of 2-room flexi flats reserved
What a High Queue Number Means
A high queue number does not mean automatic rejection — it means the buyer selects later. By the time a buyer with a high queue number is called, some flat types or preferred floors may already be taken. If no suitable units remain when a buyer’s queue number is reached, the buyer does not book a flat in that exercise.
Applicants who are unsuccessful in multiple ballot exercises accumulate additional ballot chances — up to two additional chances for first-timer families who have applied unsuccessfully two or more times. These additional chances improve the odds of a low queue number in future exercises.
After Receiving a Queue Number: Flat Selection
Buyers with sufficiently low queue numbers are invited to attend a flat selection appointment at HDB Hub or via the HDB Flat Portal. At the appointment:
- View available units: HDB presents the remaining available flat units for the selected project, with floor plans, indicative prices, and orientations
- Select and book a flat: If a suitable unit is available, the buyer books it by paying the Option Fee (typically S$500 for 2-room, S$1,000 for 3-room, S$2,000 for 4-room and above)
- Sign the Agreement for Lease: Approximately 4–6 months after booking, buyers sign the Agreement for Lease and pay the downpayment (at least 10% of the purchase price, which can be paid using CPF OA funds or cash)
- Collection of keys: BTO flats are typically ready 3–4 years after the sales exercise. At key collection, buyers complete the legal formalities and take possession of their flat.
BTO Construction Timeline and Implications
The typical BTO timeline from application to key collection is 3–5 years. Buyers must plan for interim housing during this period. Options include:
- Continuing to stay with parents or family (if eligible — affects MOP clocks for resale properties owned by family members)
- Renting privately — this extends the overall housing cost during the waiting period
- Selling an existing HDB flat and using the proceeds for interim rental (a common HDB-to-BTO upgrade strategy, subject to MOP fulfilment on the existing flat)
Staggered Flat Income and Enhanced Deferred Payment
For buyers who cannot sustain rental costs during the BTO waiting period, HDB offers the Staggered Downpayment Scheme — allowing eligible buyers to defer part of the downpayment to the key collection stage rather than paying the full downpayment at the Agreement for Lease stage. This can ease cash flow during the construction period.
