The Agent's Role in an HDB BTO Transaction

HDB Build-To-Order (BTO) flats are sold directly by HDB to eligible buyers. There is no listing, no vendor agent, and no buyer's agent commission payable by HDB. CEA-registered agents do not participate in the BTO selection appointment itself — buyers attend the HDB sales gallery and select their unit directly with HDB staff.

Where agents add significant value in the BTO context is in the advisory conversation before and after the application: helping clients assess eligibility, understand grant entitlements, compare HDB loan versus bank loan, model affordability against the purchase price range, and plan the financial obligations at each stage of the BTO construction timeline. Agents who advise BTO applicants well position themselves for the client's eventual resale or upgrade — a relationship that may be worth more than the BTO itself.

The BTO Application and Ballot Process

HDB launches BTO exercises multiple times per year across different locations. Each launch includes specific developments with a set number of flat types and units. The application process:

  1. Application window. HDB announces the launch and opens an application window (typically one week). Applicants submit an online application through the HDB flat portal, selecting the development(s) they are interested in. No payment is required at this stage.
  2. Ballot and queue number. After the application window closes, HDB conducts a computerised ballot. Eligible applicants receive a queue number. First-timer applicants receive priority ballot and are generally balloted before second-timers. Married couples where both parties have never owned an HDB flat receive the highest priority.
  3. Flat selection appointment. Successful ballotees are invited to HDB Hub (or a sales gallery) in queue number order to select their specific unit. At the selection appointment, the applicant chooses a unit from the available inventory and pays the option fee (S$500 for 2-room Flexi; S$1,000 for 3-room to 5-room or larger).
  4. Signing the Agreement for Lease. Within a few weeks of the flat selection appointment, the applicant signs the Agreement for Lease (AFL) with HDB and pays the down payment. The AFL commits the buyer to the specific unit at the agreed price.
  5. Construction and progressive payments. HDB BTO flats use a progressive payment schedule linked to construction milestones (foundation, reinforced concrete framework, partition walls, roof, windows, Temporary Occupation Permit). Payments are drawn from CPF OA and/or cash at each milestone.
  6. Key collection. Once the Temporary Occupation Permit (TOP) is issued, buyers are invited for key collection. Final payment, stamp duty (BSD), and conveyancing fees are settled at this stage.

HDB Loan vs Bank Loan for BTO: The Key Decision

BTO buyers can finance their flat with either an HDB concessionary loan or a bank loan. The choice has long-term financial implications and should be discussed with clients before the flat selection appointment — because once the HDB Loan Eligibility (HLE) letter is obtained (required if using HDB loan), it locks in the financing route at the point of signing the Agreement for Lease.

Second-Timer BTO Applications: The Resale Levy

Clients who have previously purchased a subsidised HDB flat (either BTO or resale with CPF housing grant) are classified as second-timers. Second-timer BTO applicants face two differences from first-timers:

  • Lower ballot priority. Second-timers are balloted after all eligible first-timer applicants have been offered their selection opportunity. In popular launches, this can mean no remaining units for second-timers.
  • Resale levy. When a second-timer purchases a subsidised flat (BTO or resale with grants), a resale levy is payable. The levy is based on the flat type of the previous subsidised flat: S$15,000 (2-room), S$30,000 (3-room), S$40,000 (4-room), S$45,000 (5-room), S$50,000 (Executive), S$55,000 (EC). The resale levy is deducted from the proceeds of the previous flat sale if sold before the new flat is purchased, or paid in cash at the point of new flat key collection.

Frequently Asked Questions

Q: Can a buyer apply for multiple BTO launches simultaneously?

A: Yes. There is no restriction on applying for multiple BTO launches in the same exercise or across consecutive exercises. However, if a buyer is offered a flat in one launch and accepts the selection appointment, they are expected to select from that launch. Withdrawing after the selection appointment without valid reason results in losing the queue number and may affect priority in future applications.

Q: What happens if a buyer's income exceeds the ceiling before key collection?

A: Income eligibility is assessed at the time of flat application. If income rises above the ceiling during the construction period, the buyer is generally not disqualified — eligibility was already established at application. However, grant eligibility may be reassessed based on income at the point of grant disbursement for certain grant types.

Q: Can a buyer cancel after signing the Agreement for Lease?

A: Cancellation after signing the AFL results in forfeiture of the option fee and may trigger additional penalties depending on the stage of construction. Buyers should treat the AFL as a binding commitment. Agents advising clients who are uncertain should encourage careful deliberation before the selection appointment, not after.

Q: Does an agent receive commission for helping a client through the BTO process?

A: There is no standardised commission for BTO advisory work — HDB pays no commission to agents for BTO transactions. Any arrangement for advisory services between an agent and a BTO client is a private matter and must be clearly disclosed and agreed in writing before services commence.
