HDB BTO Unit Selection Day Singapore 2026

BTO selection day is when successful ballot applicants choose a specific unit from the available flat inventory. The queue position from the ballot determines when each applicant selects. Applicants who miss their slot or decline all available units forfeit their application. What CEA agents must know to guide clients through the selection process and the choices that follow.

What Happens Before Selection Day

After a BTO exercise closes, HDB ballots all eligible applicants for each flat type within each project. Applicants are assigned a queue number — their position in line to select a flat. Applicants with lower queue numbers select earlier and have the widest choice of available units.

HDB informs successful ballot applicants of their queue number via HDB's website (My HDBPage) and by letter. HDB also publishes the total number of applicants per flat type and the available unit inventory, so applicants can estimate whether they are likely to have a viable choice when their turn comes.

The Selection Appointment

HDB schedules a selection appointment for each applicant based on their queue number. Applicants can attend the selection appointment at an HDB office or complete the selection online via the HDB Flat Portal, depending on the launch exercise.

At the selection appointment, the applicant:

  1. Reviews the unit layout and floor plan for available units matching their applied flat type
  2. Selects a specific unit from the remaining available inventory — the choice is limited to units not yet taken by applicants with earlier queue numbers
  3. Reviews the indicative selling price, floor level, orientation, and surrounding environment
  4. Pays the booking fee (also called the option fee for BTO) to secure the selected unit

Booking Fee Amounts

The booking fee paid on selection day varies by flat type:

The booking fee is paid in cash at the selection appointment (or via NETS/PayNow for online selections). This fee is non-refundable if the applicant subsequently withdraws from the purchase. It is credited toward the purchase price if the purchase proceeds.

What Happens If No Suitable Unit Is Available

If all units of the applied flat type have been taken by the time of the applicant's selection appointment, the applicant will be informed that no units are available. In this case:

  • The applicant does not pay the booking fee and is not committed to any purchase
  • The applicant retains their first-timer priority (if applicable) for the next BTO exercise
  • For applicants who were given priority (e.g., Married Child Priority Scheme), the priority status may be used again in the next application

What Happens If the Applicant Declines to Select

An applicant who has a viable queue number (units are available) but chooses not to select — or fails to attend the selection appointment — is treated as having declined the opportunity. Consequences:

  • First-timer applicants lose their first-timer priority status and are treated as second-timers for future BTO applications
  • Repeat declinations (declining twice) result in a 30-month debarment from applying for HDB flats (BTO and resale)
  • The application is cancelled with no refund of the booking fee (if paid and then declined)

After Selection Day: The Sign-Signing Appointment

After paying the booking fee, the applicant receives a sign-signing appointment date (typically 4–6 months after selection day). At the sign-signing appointment, the applicant:

  • Signs the Agreement for Lease (AFL) — the binding contract to purchase the BTO flat
  • Pays the downpayment: 10% of the purchase price (less the booking fee already paid), payable by cash or CPF
  • Confirms financing mode (HDB concessionary loan or bank loan)
  • Applies for CPF housing grants (Enhanced Housing Grant, Family Grant) at this stage if not yet done

Unit Selection Considerations for Clients

Agents can help clients think through their unit selection on the day:

  • Floor level vs price premium — higher floors command a price premium but may have better views and reduced noise. The increment per floor varies by project
  • Orientation — North-South facing units are generally preferred in Singapore to minimise direct western sun exposure. West-facing units with afternoon sun will have higher cooling costs
  • Stack position — end units have more windows but may have larger exposed walls. Units above car parks, refuse areas, or bin centres should be flagged
  • Proximity to amenities — proximity to MRT, bus interchange, schools, and commercial facilities affects liveability and eventual resale value after MOP
  • Lease commencement date — BTO flats have 99-year leases commencing from the date the flat is completed (TOP), not from selection date. The MOP (5 years) starts from key collection

Frequently Asked Questions

Q: Can the applicant change their selected unit after selection day?

A: Generally no. Once a unit is selected and the booking fee is paid, the selection is binding. HDB does not allow unit swaps after selection day except in very limited administrative circumstances (e.g., a unit is subsequently found to have a structural defect). Clients should be clear on their choice before paying the booking fee.

Q: Can the agent attend the selection appointment on the client's behalf?

A: No. The BTO selection appointment requires the applicant (and co-applicant) to be present in person or to log in personally for online selections. Agents cannot attend on behalf of clients. However, agents can assist clients in preparing for the appointment — reviewing the floor plans, pricing schedule, and unit options in advance so the client is ready to decide quickly.

Q: What if the applicant is overseas on selection day?

A: Applicants who are overseas and cannot attend can request HDB for an alternative arrangement or authorise a family member to attend via a letter of authorisation. The eligibility and terms differ by exercise. Clients who anticipate being overseas around the selection period should inform HDB in advance.

Q: Is the booking fee covered by CPF?

A: No. The booking fee paid on selection day must be paid in cash (or via NETS/PayNow). CPF cannot be used for the booking fee. CPF can be used for the downpayment at the sign-signing appointment (the 10% minus the booking fee already paid), subject to CPF Board's approval and the Valuation Limit rules.

Q: Does choosing a higher floor always mean better resale value?

A: Higher floors generally attract higher resale prices, but the premium varies by project, location, and market conditions. Factors like orientation, view, and proximity to amenities can offset floor level. Agents should not guarantee resale value outcomes — they can share comparable transaction data from similar projects to help clients make an informed decision.
