Yes — Singapore Citizens aged 35 and above can buy HDB flats under specific eligibility schemes. The rules differ materially from the family schemes: flat type options are more restricted for BTO, age thresholds apply, and grant amounts for singles are lower than for families.

Agents advising single clients must identify which scheme applies, what flat types are available, and whether the client qualifies for grants. The most common misconception is that singles must wait until 35 to buy any HDB flat — in fact, singles under 35 have very limited options (essentially none for HDB, with narrow exceptions).

Key Restriction: Resale vs BTO for Singles

For single SC buyers aged 35 and above, the resale market offers substantially more flexibility than BTO:

  • BTO (Single SC Scheme): Limited to 2-room Flexi flats in non-mature estates only. Singles cannot ballot for BTO flats in mature estates, and cannot apply for 3-room or larger BTO flats under the single schemes
  • Resale (Single SC Scheme): Can buy any flat type from 2-room to executive flat, in any estate — including mature estates. There is no flat size cap for single SC buyers in the resale market

Joint Singles Scheme (JSS) — Key Rules

The JSS allows 2 to 4 single SC friends or relatives to jointly purchase an HDB flat. Several ongoing obligations apply that agents must brief JSS buyers on:

A first-timer single SC buying near parents with income under S$4,500 per month can receive EHG (up to S$40,000) + CHG (up to S$25,000) + PHG (up to S$15,000) = up to S$80,000 in total grant funding.

ABSD for Single Buyers

ABSD rules apply to singles on the same basis as other buyers — based on citizenship status and number of residential properties owned, not marital status:

  • Remaining lease rule: CPF can be used in full if the flat's remaining lease covers the youngest buyer to age 95. If the lease is shorter, CPF usage is pro-rated based on the lease remaining at the time of purchase
  • Example: A 35-year-old single SC buying a flat with 55 years remaining lease — 55 years covers to age 90, which is below 95. CPF usage is pro-rated to (55/60) × valuation limit
  • HDB Concessionary Loan: Available to eligible single SC buyers under the same income ceiling (individual income ≤ S$7,000/month for HDB loan)

Q: Can a single SC aged 35 buy a 5-room HDB resale flat?

A: Yes. Under the Single Singapore Citizen Scheme, a single SC aged 35 and above can buy any size of HDB resale flat — from 2-room to executive — in any estate, including mature estates. There is no size cap for resale purchases under the SSC Scheme. The flat size restriction (2-room Flexi only) applies to BTO applications, not resale.

Q: Can a single SC who is divorced buy HDB?

A: Yes. A divorced SC aged 35 and above qualifies under the Single Singapore Citizen Scheme — divorce is treated the same as never-married status for this purpose. If the divorced SC has custody of children, they may also qualify under the Public Scheme (as a family nucleus) with broader eligibility, including BTO in any estate.

Q: What happens to a JSS flat if one co-owner wants to sell their share?

A: Under JSS, a co-owner who wishes to exit can transfer their share to the remaining co-owners, or all owners can sell the flat in the open resale market once MOP is met. A partial sale to an outsider is generally not permitted — the remaining co-owners must buy out the exiting owner's share, and all remaining owners must still be single SC aged 35 or above.

Q: Can a single SC buy a HDB resale flat and then rent it out entirely?

A: No. All HDB flat owners — including singles — must occupy the flat and cannot sublet the entire flat until MOP is met. Partial subletting (renting out a room while the owner occupies the flat) may be permitted subject to HDB approval. Full subletting of the entire flat is only permitted after MOP with HDB approval.
