Resale Flat Workflow Through the Portal

For HDB resale transactions, the Flat Portal manages both the buyer and seller sides. The key steps:

  • Seller: Register Intent to Sell — Sellers must register their intent to sell through the Flat Portal before granting an OTP. This step checks MOP compliance, outstanding loans, and ownership eligibility to sell. Registration is valid for 12 months.
  • Buyer: Register Intent to Buy — Buyers must register their intent to buy (and have a valid HFE letter) before receiving an OTP from the seller. This confirms the buyer’s eligibility and applies the applicable grants.
  • Option to Purchase (OTP): Once both intent registrations are complete, the seller grants the OTP. The buyer has 21 days from the OTP date to exercise it (or the extended period if agreed).
  • Resale application submission: After the OTP is exercised, both buyer and seller submit their resale application through the Flat Portal — buyer and seller must each submit their own portion. HDB requires both submissions within a specified window.
  • HDB approval and completion: HDB processes the resale application, issues the approval letter, and schedules the resale completion appointment. The completion timeline is typically 8 weeks from submission for straightforward cases.

CPF Housing Withdrawal Through the Portal

CPF withdrawal for HDB flat purchases is also managed through the Flat Portal in coordination with CPF Board. When the client has an approved HFE letter and completes a flat booking, the portal links the transaction to the CPF withdrawal request. Key points for agents:

  • CPF withdrawal is processed by CPF Board after the resale application is approved or the AFL is signed. The client does not separately apply to CPF — the Flat Portal triggers the CPF deduction.
  • The CPF withdrawal amount is limited to the Valuation Limit (the lower of purchase price or valuation) plus applicable housing grants credited to CPF OA.
  • Clients should maintain sufficient CPF OA balance to cover their downpayment at each stage (especially relevant for the Staggered Downpayment Scheme).

  • Missing co-applicant consent: If a co-applicant has not completed their MyInfo consent, the HFE application will stall. Ensure all co-applicants complete their login steps before the application is submitted.
  • Intent to Sell not registered: Sellers who have not registered their intent to sell before granting an OTP may have the OTP invalidated by HDB. Confirm registration before any OTP is issued.
  • Resale application mismatch: If the buyer and seller portal submissions contain inconsistent information (price, included items, completion date), HDB will flag the discrepancy. Agents should ensure all transaction terms are agreed in writing before portal submission.
