For CEA agents, understanding MOP rules precisely is essential for two reasons: advising sellers on when they can list, and identifying upgrade buyers who are approaching or have just passed their MOP. An agent who can tell a client their exact MOP date — not an approximation — demonstrates competence that builds trust at the first meeting.

MOP Start Date: BTO Flats

For BTO flats, the MOP starts on the date the owner collects the keys and takes possession of the flat — not the date of the Sales and Purchase Agreement, not the date of the HDB appointment, and not the lease commencement date. The key collection date is the MOP start date.

MOP Start Date: Resale Flats

For resale flats, the MOP start date is the date of completion of the resale transaction — the date on which ownership legally transfers and the buyer receives the keys. This is typically 8–10 weeks after the Option to Purchase is exercised.

If the buyer received a CPF Housing Grant for the resale purchase, the 5-year MOP runs from the completion date. If no grant was received, the resale flat has no MOP restriction — but this scenario is rare as most eligible buyers take the grant.

Calculating the MOP Fulfilment Date

The MOP fulfilment date is 5 years (or 10 years for PLH flats) from the MOP start date. The calculation is straightforward, but agents should be aware of two complications: interruption periods and changes in household composition.

MOP Interruptions: When the Clock Stops

The MOP clock is paused — meaning the MOP period is extended — when the owner does not physically occupy the flat for certain defined periods. Interruptions that pause the MOP include:

  • Renting out the entire flat: Owners are prohibited from renting the entire flat during the MOP. If HDB discovers an entire-flat tenancy during the MOP, the rental period is added to the MOP, and the owner may face penalties.
  • Prolonged absence without prior HDB approval: Extended periods where no listed owner resides in the flat — for example, owners who work overseas for extended periods without notifying HDB — may be treated as interruptions.
  • Subletting entire flat without HDB approval: Any period during which the entire flat is sublet without the required approval pauses the MOP.

MOP and the Upgrade Decision

The MOP date is the trigger event for the HDB upgrader segment — the largest single buyer demographic in Singapore's private property market. When an HDB flat reaches MOP, the owners can sell, collect CPF refund and cash proceeds, and simultaneously purchase a private property using the proceeds as down payment.

Understanding the MOP calendar for a target area is therefore both a prospecting tool and a buyer qualification tool. Flats that completed in 2019–2020 reach their 5-year MOP in 2024–2025; flats from 2021 reach MOP in 2026. Agents should map their farm area's MOP cliff dates and begin contact with those owners 6–12 months before MOP fulfilment.

PLH Flat MOP: 10-Year Rules

Prime Location Public Housing (PLH) flats — introduced in 2021 for prime central estates like Rochor, Buona Vista, and Kallang/Whampoa — carry a 10-year MOP rather than the standard 5 years. Key additional restrictions:

  • PLH flat owners must sell back to HDB (not on the open resale market) if they sell within the 10-year MOP period — though standard MOP rules prohibit market sale anyway
  • After the 10-year MOP, PLH flats can be sold on the open resale market, but only to Singapore Citizens and PRs (foreigners cannot purchase PLH flats even after MOP)
  • Subsidy recovery clause: if the resale price exceeds a benchmark set by HDB, the owner must return a portion of the profit to HDB

PLH restrictions substantially limit the investment case for these flats. Agents advising PLH buyers should ensure clients understand the 10-year MOP, the ownership restriction on resale, and the subsidy recovery mechanism.

Q: If I inherited an HDB flat, does the MOP apply to me?

A: If you inherit a flat that had already fulfilled its MOP before the owner's death, no new MOP applies — you can sell immediately. If the MOP was not yet fulfilled, you must complete the remaining MOP period before selling on the open market. Inherited flats are subject to normal HDB eligibility rules for ownership — if you already own a private property, you would need to dispose of it to retain the inherited HDB flat.

Q: Can I buy a private property on the day my HDB MOP is fulfilled?

A: Yes. Once the MOP is fulfilled, there is no waiting period before you can purchase private property. You can exercise an Option to Purchase for a private property on the same day your MOP date falls. However, note that if you intend to use your HDB flat sale proceeds as down payment, you need to time the HDB sale and private purchase completions carefully to avoid bridging gaps.

Q: Does the MOP reset if I add my spouse as a co-owner during the MOP?

A: No. Adding a co-owner during the MOP does not reset the MOP clock. The MOP continues to run from the original start date. The new co-owner inherits the existing MOP obligations and cannot sell the flat on the open market until the original MOP is fulfilled.
