  • First Appointment (Resale Approval Stage): HDB reviews the resale application, approves the transaction, and sets the completion date. Buyers and sellers receive a letter confirming approval and the scheduled completion date.
  • Second Appointment (Completion Stage): Legal completion occurs — ownership transfers, CPF funds are disbursed, outstanding loans are repaid, and the seller hands over possession to the buyer.

The entire process from OTP exercise to completion typically takes 8–10 weeks, though timelines vary based on HDB’s queue and any conditions on the transaction.

Resale Application Submission

After the buyer exercises the OTP (within 21 days of grant), both buyer and seller must submit their respective portions of the resale application via the HDB Resale Portal. Both parties must have valid HDB Flat Eligibility (HFE) letters before submission.

  • Seller’s submission: Confirms flat details, existing loan information (HDB or bank), and CPF charges on the property. Typically completed by the seller’s solicitor.

  • Confirms the resale is approved and states any conditions (e.g., completion of HPS enrolment for buyers using HDB loan, outstanding upgrading levy if applicable).
  • Sets the completion date — typically 6–8 weeks after the approval letter.
  • Instructs both parties’ solicitors on the required documents and payments to be prepared for completion.

At this stage, the buyer’s solicitor begins preparing completion accounts and coordinates CPF drawdown, grant disbursement, and loan drawdown with the buyer’s bank (for bank loan buyers).

Second Appointment: Completion

The second appointment is HDB’s term for legal completion. It does not typically require the buyer or seller to physically attend an HDB office — completion is handled through the solicitors and HDB’s conveyancing system. What happens at completion:

  • Disbursement of CPF funds: The buyer’s CPF Board releases the approved CPF amount directly to HDB (for grant amounts and HDB loan repayment) or to the seller’s solicitor (for the purchase consideration).

Key Handover and Vacant Possession

The seller must vacate the flat and hand over keys on the completion date. Agents should advise sellers:

  • The flat must be in the same condition as when the buyer exercised the OTP — fixtures agreed in the OTP (including fixtures listed on the inventory) must remain.
  • All utilities (water, electricity, gas) should be transferred to the buyer on the completion date. Sellers should arrange for SP Group account transfer or final meter readings.
  • The seller should remove all personal belongings before completion. Disputes over items left behind can be raised with the Small Claims Tribunal.

Agents should not facilitate early possession arrangements.

Q: What happens if the seller cannot vacate by the completion date?

A: If the seller cannot vacate on the completion date, the buyer may claim compensation for the delay (costs of temporary accommodation, storage, etc.) under the OTP terms.
