What Is the HDB Sale of Balance Flats (SBF)?

The HDB Sale of Balance Flats (SBF) exercise is a periodic sale of unsold flats from previous BTO launches that have not been taken up by earlier applicants. These flats arise when buyers who received a queue number decline to select a flat, or when balloted applicants do not proceed to purchase.

SBF exercises are held periodically — typically alongside or shortly after major BTO launches. Unlike BTO flats (which are sold before construction begins), SBF flats may be:

  • Completed and ready for collection: Units from older BTO projects that have received TOP and are available for immediate or near-term key collection
  • Under construction: Units from more recent BTO projects still being built, with a collection timeline similar to a new BTO application
  • Recently completed: Units where TOP has recently been issued and the waiting period is minimal

The availability of completed or near-completed units is the key distinction that makes SBF attractive to buyers who cannot wait the typical 3–5 year BTO construction period.

SBF vs BTO: Key Differences

SBF and BTO use the same underlying eligibility framework and pricing methodology, but differ in several important ways:

  • Unit availability: BTO launches offer new units in a specific development being built. SBF offers leftover units spread across multiple completed or under-construction projects — the selection of locations and flat types available in any SBF exercise is less predictable.
  • Waiting time: BTO buyers typically wait 3–5 years from application to key collection. SBF buyers of completed units may collect keys within months of their flat selection appointment.
  • Unit condition: SBF completed units are brand-new flats delivered in the same standard as BTO flats — they are not second-hand or previously occupied. They come with the same HDB defects liability period.
  • Grant eligibility: CPF housing grants (EHG, Family Grant, PHG) are available for SBF purchases under the same conditions as BTO purchases.
  • Pricing: SBF flats are priced at HDB’s subsidised market price — similar to BTO pricing for the same area and flat type. Prices are published in the SBF exercise materials.

Open Booking of Balance Flats

Separately from the periodic SBF exercise, HDB also offers an Open Booking of Balance Flats — a continuous, year-round online channel where eligible buyers can immediately select and book available balance flats on a first-come, first-served basis (no ballot required). Open Booking flats are typically those not taken up in an SBF exercise and represent a smaller selection.

The distinction between SBF (ballot-based, periodic) and Open Booking (first-come, immediate) is important — buyers who miss an SBF ballot may find units available through Open Booking.

SBF Eligibility Conditions

SBF eligibility mirrors BTO eligibility. To apply, buyers must form an eligible household under one of the following schemes:

  • Public Scheme: Married or engaged couple, or family nucleus (applicant + parent/sibling)
  • Fiancé/Fiancée Scheme: Couple intending to marry within 3 months of key collection
  • Single Singapore Citizen Scheme: SC applicants aged 35 and above, purchasing a 2-room Flexi flat in a non-mature estate (or any flat type in a non-PLH project under certain conditions)
  • Joint Singles Scheme: Two or more single SC applicants aged 35 and above

Key eligibility requirements:

  • At least one applicant must be a Singapore Citizen
  • Applicants must not own or have disposed of any private residential property within the 30 months before the application
  • Combined gross monthly household income must not exceed the applicable income ceiling ($14,000 for most flat types; $21,000 for 5-room and larger in selected projects)
  • First-timer applicants receive priority balloting (higher ballot chances than second-timers)

Agent note: Second-timer applicants (those who previously received a CPF housing grant or owned an HDB flat) can apply for SBF but receive fewer ballot chances than first-timers. Confirm the buyer’s first-timer or second-timer status before advising on likely ballot success — second-timers also pay the HDB Resale Levy on their previous flat if they had received a housing subsidy.

SBF Application Process

The SBF application process follows these stages:

  1. Application window: HDB announces the SBF exercise with an application period (typically 1 week). Buyers submit their application online via the HDB Flat Portal, indicating their preferred flat type and town. No application fee is charged.
  2. Ballot: After the application window closes, HDB conducts a computerised ballot. First-timers receive more ballot chances than second-timers. Applicants are notified of their queue number.
  3. Flat selection appointment: Applicants with a queue number are invited to attend a flat selection appointment in queue order. At the appointment, they select a specific unit from the available flats.
  4. Booking fee: A booking fee is paid at the flat selection appointment to secure the unit.
  5. HLE letter and financing: If the buyer intends to use an HDB concessionary loan, the HDB Loan Eligibility (HLE) letter must be valid before the flat selection appointment.
  6. Signing of Agreement for Lease: Typically within 4 months of the flat selection appointment. The remaining downpayment is paid at this stage.
  7. Key collection: For completed units — keys may be collected within months of the Agreement for Lease signing. For under-construction units — key collection follows TOP of the development.

Grants for SBF Purchases

CPF housing grants are available for SBF purchases under the same conditions as BTO purchases:

  • Enhanced CPF Housing Grant (EHG): Up to $80,000 for eligible first-timer families based on household income
  • Family Grant: Available for first-timer SC/SPR families purchasing SBF flats (same quantum as for resale flats)
  • Proximity Housing Grant (PHG): Available for buyers purchasing an SBF flat to live near or with parents or a married child
