Reading Property Market Data Singapore 2026

URA, HDB, and CEA publish authoritative property market statistics every quarter. This guide explains what each index measures, how to read transaction data from URA REALIS, the limitations of each data source, and how agents can present market information to clients without crossing into financial advice.

Why Market Data Literacy Matters

Clients expect their agent to know the market. An agent who cannot explain the difference between a price index and transaction volume, or who conflates URA private property data with HDB resale trends, loses credibility — and risks misleading clients. Understanding where data comes from, what it measures, and what its limitations are is a core professional skill.

At the same time, presenting market data to clients requires care. Agents must present observable facts and trends; they must not make forward-looking price predictions or recommend property as a financial investment, which crosses into regulated financial advice territory.

URA Property Price Index (PPI)

The URA Property Price Index (PPI) is the primary benchmark for private residential property prices in Singapore. It is published quarterly by the Urban Redevelopment Authority and tracks the change in the overall price level of private residential properties relative to a base period (currently Q1 2009 = 100).

The PPI is broken down by:

  • Property type: landed vs non-landed (condominiums and apartments).
  • Region: Core Central Region (CCR), Rest of Central Region (RCR), and Outside Central Region (OCR).

The PPI is a lagging indicator — it reflects transactions that were caveated during the previous quarter. The preliminary estimate (released 4–5 weeks after quarter end) is based on a subset of caveats and is revised when the full data is released approximately 2 weeks later. Treat the preliminary PPI as directional, not precise.

URA REALIS: Transaction-Level Data

URA REALIS (Real Estate Information System) is the authoritative database of private property transactions in Singapore. Every sale of a private residential, commercial, or industrial property must be caveated with the Singapore Land Authority (SLA), and that data feeds into REALIS.

REALIS allows agents to search by:

  • Development name or postal district.
  • Transaction date range.
  • Property type (condominium, apartment, landed).
  • Floor area and floor level.
  • Transacted price and unit price (S$ per square foot).

Access to REALIS requires a paid subscription (available to real estate professionals). CEA agents should be fluent in running REALIS searches and presenting Comparative Market Analysis (CMA) reports to clients based on recent comparable transactions.

HDB Resale Price Index (RPI)

The HDB Resale Price Index (RPI) tracks price movements in the HDB resale market, published quarterly alongside HDB resale transaction statistics. Like the URA PPI, the RPI is a relative index (base period Q1 2009 = 100) and reflects aggregate price trends rather than individual flat values.

HDB also publishes:

  • Median resale prices by town and flat type: the most useful data point for buyer and seller conversations. Updated quarterly.
  • Transaction volume: number of resale applications registered and approved each quarter, broken down by flat type and town.
  • Cash over valuation (COV) data: HDB no longer publishes individual COV figures, but the median transacted price relative to HDB's published comparable market value gives a proxy.

Rental Market Data

URA publishes a Rental Index for private residential property quarterly, using the same regional breakdowns as the PPI (CCR, RCR, OCR) and segmented by landed and non-landed.

For actual rental transaction data, URA REALIS includes a rental module that allows searches by development, floor level, and rental period. Rental data is also sourced from leases registered with the Commissioner of Stamp Duties, so it captures actual transacted rents rather than asking prices.

HDB publishes equivalent rental statistics for HDB flat subletting, including median rents by town and flat type each quarter.

Supply Pipeline Data

URA tracks the supply pipeline for private residential properties:

  • Units under construction: approved and under active development.
  • Unsold completed units: newly completed units that have not yet been sold by developers.
  • Vacant residential units: estimated vacancy rate, published quarterly as part of the real estate statistics release.

HDB publishes its annual BTO launch pipeline and completion schedule, which gives visibility into future HDB supply entering the resale market after each cohort's MOP expires.

How to Present Market Data to Clients

A structured approach that stays within CEA and MAS boundaries:

  • Use specific comparables: Show the client actual recent transactions for similar properties — same development or same estate, similar floor area and level, transacted within the last 3–6 months. This is observable fact, not speculation.
  • State the index, not a prediction: "The URA PPI for OCR non-landed properties rose 1.2% in Q4 2025" is a fact. "Prices will keep rising in OCR" is not.
  • Acknowledge limitations: Indices are aggregates and lagging. Comparable transactions are not identical to the subject property. Present data with appropriate qualification.
  • Refer investment analysis to a financial adviser: If a client wants to know whether to buy now or wait, or whether property is a sound investment, refer them to a licensed financial adviser. That analysis requires a holistic view of the client's financial position that is beyond the agent's mandate.

A: URA REALIS is available via the URA website at ura.gov.sg. A paid subscription is required for full access to transaction-level data. Estate agents and their salespersons are the primary subscriber group. Some estate agent networks provide REALIS access to affiliated salespersons as part of their platform.

Q: How often is URA PPI data updated?

A: Quarterly. URA releases a preliminary estimate approximately 4–5 weeks after the end of each quarter, followed by a revised full release approximately 2 weeks later. The full release includes a broader transaction dataset.

Q: Can I use median price data from property portals instead of URA data?

A: Portal asking price data reflects what sellers are asking, not what buyers are paying. Asking price indices can be directionally useful but should not substitute for transaction data.

A: You can state that the PPI has risen over a specified period as an observable fact. Stating or implying that this trend will continue is a forward-looking price prediction and should be avoided. Present what the data shows; let the client interpret the trend.
