Resale HDB Eligibility Singapore 2026: Who Can Buy, What Schemes Apply, and What to Check Before the OTP

Not every client can buy an HDB resale flat. Citizenship status, family nucleus, income ceiling (for grants), EIP quota, and existing property ownership all determine whether a transaction can proceed. CEA agents who skip the eligibility check before matching clients to resale listings risk wasted viewings, OTP complications, and compliance exposure.

The Two-Level Eligibility Check

Buying a resale HDB flat requires passing two distinct checks before an OTP can be safely issued.

The first is eligibility to purchase at all: citizenship status, family nucleus composition, and existing property ownership. If a buyer fails this check, no financing model or grant calculation is relevant — the transaction cannot proceed.

The second is eligibility for financing and grants: income ceiling for CPF Housing Grants, Mortgage Servicing Ratio (MSR) and Total Debt Servicing Ratio (TDSR) compliance, and HDB concessionary loan eligibility. A buyer can pass the first check and still be unable to complete a purchase at a given price point due to financing constraints.

CEA agents should run both checks before committing a buyer to viewings or entering price negotiations.

Citizenship and Residency Requirements

HDB resale flat purchases are governed by a set of approved schemes. Each scheme specifies who qualifies and what family nucleus is required. The table below summarises the main schemes as at Q2 2026.

A critical distinction: SPR-only households must wait 30 months from the date of obtaining SPR status before they are eligible to purchase a resale HDB flat. SC-SPR households (where at least one applicant is an SC) do not face this 30-month restriction.

Existing Property Ownership Restrictions

Buyers who own or have recently owned private residential property face specific restrictions:

  • 30-month disposal rule: A buyer cannot have disposed of a private residential property within 30 months before the resale flat application date. If the client sold their private property 20 months ago, they are still within the restricted window.
  • Existing HDB flat: A buyer cannot own another HDB flat at the time of purchasing the resale flat. They must sell their existing HDB flat before or concurrently with the resale purchase.
  • First-timer vs second-timer status: Buyers who have previously received a CPF Housing Grant or purchased a subsidised flat directly from HDB are classified as second-timers. Second-timers are ineligible for certain priority access schemes and receive reduced grant amounts.
  • Grant eligibility and flat history: CPF Housing Grant entitlements depend on whether the buyer (or their spouse) has previously received an HDB grant. Grant clawbacks apply if conditions are not met post-purchase.

Agent note: For upgrader clients moving from private to HDB, the 30-month disposal window is the most common trip point. If a client sold their condo 25 months ago, they are still within the window and cannot yet apply for a resale flat. Always check the disposal date against the intended resale application date. Do not assume the window has passed without verifying the exact sale completion date.

Ethnic Integration Policy (EIP) and SPR Quotas

Every HDB resale transaction is subject to the Ethnic Integration Policy (EIP) and, where applicable, the SPR quota. These quotas operate at both block and neighbourhood level.

  • EIP quota: The buyer’s ethnicity must fall within the available ethnic quota for the specific HDB block and neighbourhood. If the block has reached its quota for a particular ethnic group, buyers from that group cannot purchase in that block, regardless of other eligibility criteria.
  • SPR quota: HDB limits the proportion of SPR households in any given block to prevent ethnic or residency enclaves. If the SPR quota for a block is full, an SPR buyer cannot purchase in that block even if they are otherwise eligible.
  • Timing of the check: Quota availability is assessed at the time of OTP registration, not at listing. The quota status for a specific block may change between when a listing is marketed and when the OTP is registered. Agents must check the HDB Resale Portal for current EIP and SPR quota availability before matching a buyer profile to a specific listing.

Failing to verify quota availability before OTP registration can result in an OTP that HDB will not approve, creating complications for both buyer and seller.

Income Ceiling for CPF Housing Grants (Not for Purchase Eligibility)

As at Q2 2026, there is no income ceiling to purchase a resale HDB flat. Any eligible buyer can purchase a resale flat regardless of household income. Income ceiling applies only to CPF Housing Grant eligibility and HDB concessionary loan eligibility — it does not gate the purchase itself.

The three main grants available for resale flat buyers are:

Grant amounts and income ceilings are indicative as at Q2 2026 and subject to revision by HDB. Verify current grant amounts and eligibility conditions on the HDB website before advising clients.

Grants are disbursed into the buyer’s CPF Ordinary Account and applied toward the purchase. They reduce the cash or CPF outlay required but do not increase the loan quantum the buyer can take. For grant-eligible buyers, the financing picture must account for the grant amount reducing the effective cash component needed.

HDB Concessionary Loan Eligibility

Not all eligible buyers can take an HDB concessionary loan for the resale purchase. The HDB loan carries a concessionary interest rate (pegged at 0.1% above the CPF Ordinary Account rate) and allows up to 80% LTV on the purchase price or valuation, whichever is lower. However, eligibility conditions are specific:

  • At least one SC must be among the borrowers
  • Gross monthly household income must not exceed SGD 14,000 (families) or SGD 7,000 (singles buying under the Single SC Scheme)
  • The buyer must not currently own a second HDB property or have an outstanding HDB loan on another flat
  • The buyer must not have taken two or more HDB concessionary loans previously
  • The buyer must not have disposed of any private residential property within 30 months before the flat application

Buyers who do not meet the HDB loan criteria must finance the purchase via a bank loan. Bank loans for HDB resale flats are subject to a maximum LTV of 75%, an MSR cap of 30% of gross monthly income, and a TDSR cap of 55% at the 5.5% stress-test rate.

Agent note: High-income buyers (above SGD 14,000 monthly household income) are automatically channelled to bank financing, which carries a lower LTV and higher cash outlay for the down payment. For a SGD 700,000 resale flat, the cash component required under an HDB loan (20% down payment) versus a bank loan (25% down payment, with at least 5% in cash) differs meaningfully. Model both scenarios for clients who are close to the income ceiling.

Minimum Occupancy Period on the Seller’s Flat

Before a resale transaction can proceed, the seller must have fulfilled the Minimum Occupancy Period (MOP) on their flat. The standard MOP is 5 years from the date of key collection for flats purchased directly from HDB (BTO and DBSS flats). Resale flats purchased on the open market have their own MOP of 5 years from the resale purchase date.

A flat with an undischarged MOP cannot be listed or sold on the open market. Agents listing resale flats should verify that the MOP has been fulfilled before taking on the listing. With the volume of BTO completions in recent years, undischarged MOP on relatively new flats is a more frequent oversight than it was a decade ago.

The MOP completion date can be confirmed by the seller via their HDB My Flat Dashboard or HDB branch visit. Agents should treat MOP verification as a standard part of the listing intake process, not an afterthought.

Using LEVR for the Financing Check

After confirming that a buyer passes the eligibility check, agents should model the financing before any price is agreed. The eligibility check tells you whether the transaction can proceed. The financing check tells you what price range is actually achievable.

  1. Home Loan Calculator: Enter the loan amount, tenure, and interest rate to get the monthly repayment. Use this to verify that the monthly repayment on the target purchase price is within the buyer’s comfort range before the OTP is discussed.
  2. TDSR Calculator: Check that total monthly debt obligations (including the proposed mortgage) do not exceed 55% of gross monthly income at the 5.5% stress-test rate, and that the mortgage alone does not exceed 30% for MSR-governed purchases (HDB and EC).
  3. Affordability check: Determine the maximum loan the buyer can take given their gross monthly income and existing debt obligations — so the price range conversation is anchored to real financing capacity, not aspirational figures.

Running all three checks in LEVR before the first viewing takes under three minutes. It eliminates the risk of a buyer committing to a price range they cannot finance, and positions the agent as a professional who has done the groundwork before the client’s time is spent on viewings.
