Sentosa Cove Foreign Landed Property Purchase Singapore 2026

Sentosa Cove is the only designated area in Singapore where foreigners may purchase landed residential property — subject to SLA approval and with 60% ABSD still applying. Agents working with foreign clients who ask about landed property must understand both the SLA approval pathway and the stamp duty implications before advising on any Sentosa Cove landed purchase.

Why Sentosa Cove Is Different

Under the Residential Property Act (RPA), Singapore generally restricts foreign persons from purchasing landed residential property without approval from the Land Dealings (Approval) Unit (LDAU) of the Singapore Land Authority (SLA). For most parts of Singapore, such approval is rarely granted. However, Sentosa Cove — a planned waterfront residential precinct on Sentosa Island — is a designated area under the RPA where SLA approval for foreign purchase of landed property is more routinely considered.

This does not mean approval is automatic. Foreign buyers of Sentosa Cove landed property must still apply to SLA and satisfy the criteria applied to foreign applicants. Agents must advise foreign clients that the approval process introduces a conditional element to the transaction — the OTP should be subject to SLA approval being obtained.

Property Types in Sentosa Cove

Sentosa Cove contains both strata-titled condominium apartments and landed houses (bungalows, semi-detached houses, and terrace houses). The treatment differs significantly:

Property TypeForeign Purchase Rules
Strata condominium apartments in Sentosa CoveNo RPA approval needed — same as any other private condominium. Foreigners may purchase freely (subject to ABSD at 60%)
Landed houses within Sentosa CoveSLA approval required under RPA — but Sentosa Cove is the designated area where such approval is considered for foreign applicants. ABSD at 60% still applies.
Landed property elsewhere in Singapore (mainland)SLA approval required but effectively unavailable to most foreign buyers — approved only in exceptional cases (e.g., investors making significant economic contributions to Singapore)

ABSD on Sentosa Cove Landed Property

Regardless of the SLA approval pathway, the standard ABSD rates apply to all Sentosa Cove purchases. For a foreign buyer acquiring their first residential property in Singapore:

  • BSD: Progressive rates on the purchase price (1% on first S$180,000; 2% on next S$180,000; 3% on next S$640,000; 4% on next S$500,000; 5% on next S$1.5M; 6% above S$3M)
  • ABSD: 60% on the purchase price — applied equally to foreigners regardless of how many properties they own in Singapore

Given that Sentosa Cove landed houses are typically priced well above S$5M, the ABSD quantum for a foreign buyer is substantial — 60% of the purchase price in addition to BSD. Agents must ensure foreign clients fully understand the total stamp duty cost before viewing or making any offer.

SLA Approval Process for Foreign Landed Buyers

The SLA approval process under the Residential Property Act applies when a foreign person applies to purchase restricted residential property. For Sentosa Cove landed property:

  • The foreign buyer submits an application to the LDAU of SLA before or shortly after entering into a conditional sale agreement
  • The OTP or S&P agreement should be made conditional on SLA approval — the buyer should not commit unconditionally before approval is obtained
  • SLA considers factors including the applicant's profile and contribution to Singapore, with Sentosa Cove being a designated area where foreign applications are given more substantive review
  • Approval timelines vary — agents should plan for potential delays in the transaction timeline if a foreign buyer is involved
  • A solicitor experienced in foreign property acquisition should advise the buyer throughout — this is not a straightforward transaction for an agent to manage alone

Leasehold Nature of Sentosa Cove

All Sentosa Cove properties — both condominium and landed — are held on 99-year leasehold tenure from the date the land was originally granted. This has implications for:

  • CPF usage: CPF OA can be used to fund purchases of leasehold property, subject to the CPF withdrawal rules on remaining lease (the property must have sufficient remaining lease to cover the youngest buyer to age 95)
  • Bank financing: Standard residential mortgage financing applies — LTV limits, TDSR, and loan tenure rules are the same as any private residential property. Foreign buyers may face tighter lending criteria from Singapore banks.
  • Lease decay: As Sentosa Cove properties age, the leasehold depreciation consideration becomes increasingly relevant for valuation and CPF financing eligibility

PR Buyers in Sentosa Cove

Singapore Permanent Residents (PRs) are also classified as foreign persons under the RPA for the purpose of landed property purchases. PRs wishing to buy landed property — including in Sentosa Cove — must also apply for SLA approval. PRs are generally treated more favourably than other foreigners in SLA's assessment given their closer ties to Singapore, but approval is not guaranteed.

PRs purchasing landed property in Sentosa Cove pay ABSD at the PR rate (5% for first residential property, 30% for second) — not the 60% foreigner rate. This is a material difference from foreign nationals and affects the total acquisition cost significantly.

Frequently Asked Questions

Q: Can any foreigner buy a Sentosa Cove bungalow, or is there a minimum qualification?

A: Any foreign person can apply to SLA for approval to purchase Sentosa Cove landed property — there is no formal minimum income or investment threshold published as a bright-line rule. SLA assesses applications on a case-by-case basis, considering the applicant's profile and ties to Singapore. The fact that Sentosa Cove is a designated area means applications are considered more substantively than for mainland landed property, but approval is not automatic for all applicants.

Q: If a foreigner already owns a Sentosa Cove condo, can they later buy a landed house there?

A: Yes — owning a Sentosa Cove condominium does not affect the SLA approval process for a subsequent landed purchase. However, ABSD applies at the 60% foreigner rate regardless. The existing condominium counts as a residential property for ABSD purposes. Foreign buyers should note that 60% ABSD applies to all their Singapore residential purchases — there is no reduced rate for a second or subsequent property for foreigners.

Q: Is Sentosa Cove the only place in Singapore where foreigners can ever buy landed property?

A: Sentosa Cove is the principal designated area under the Residential Property Act where foreign applications for landed property are routinely considered. Outside of Sentosa Cove, SLA approval for foreign landed purchases is available in principle under the RPA but is rarely granted — approval is reserved for cases where the foreigner makes a significant economic contribution to Singapore. Agents should treat mainland Singapore landed property as effectively unavailable to foreign buyers in normal circumstances.
