What SingPass and MyInfo Are
SingPass is Singapore’s national digital identity platform, operated by the Government Technology Agency (GovTech). It enables residents — citizens, permanent residents, and eligible long-term pass holders — to authenticate their identity and transact with government and participating private-sector services digitally.
MyInfo is a personal data platform that sits under the SingPass umbrella. It stores verified personal data retrieved from government agencies — NRIC details, income information from IRAS, CPF contribution history, HDB ownership records, and more. When a user consents to share their MyInfo data with a service provider, the provider receives pre-verified data without requiring the user to upload documents manually.
For property transactions, MyInfo has become the preferred channel for pre-populating loan applications, grant eligibility checks, and HDB portal processes. Agents who understand how it works can advise clients accurately on what data is available, where gaps may exist, and what manual documentation is still required.
Where MyInfo Is Used in Property Transactions
HDB Housing Finance Eligibility (HFE) Letter
Since May 2023, all HDB resale buyers and BTO applicants must obtain an HFE letter before registering intent to buy. The HFE letter is applied for via the HDB Flat Portal using SingPass. MyInfo pre-populates:
- NRIC and personal particulars for all applicants and occupiers.
- Income data from IRAS (latest Notice of Assessment and CPF contribution records).
- Existing HDB flat ownership and previous flat disposal history.
- CPF account balance and past CPF housing withdrawals.
- Outstanding loans from HDB if the applicant has a previous HDB loan.
Despite MyInfo pre-population, HDB may still request supplementary documents for applicants with variable income, self-employment income, or recent employment changes not reflected in IRAS records. The MyInfo data reflects the most recently assessed figures — a client who changed jobs recently may have MyInfo income data that does not capture current salary.
Bank IPA (In-Principle Approval)
Most major Singapore banks — DBS, OCBC, UOB, Standard Chartered, Maybank, and others — allow applicants to use MyInfo to pre-populate their home loan IPA applications. When the client logs in with SingPass and consents to share MyInfo data, the application auto-fills:
- Personal particulars and NRIC.
- Income data from the latest IRAS NOA and CPF salary contributions (12-month history).
- Existing outstanding loan commitments reflected in CPF records.
- Property ownership history (for ABSD assessment at the bank’s end).
This does not eliminate the need for manual documents in all cases. Banks typically still require the most recent 3 months of payslips for variable income verification, and some require bank statements to cross-check income. Self-employed applicants almost always need to submit financials manually regardless of MyInfo availability.
CPF Transactions
CPF Board uses SingPass for all member portal access. The CPF Housing Withdrawal portal requires members to log in with SingPass to:
- Authorise CPF OA withdrawals for property purchase.
- Check OA balance and accrued interest figures.
- Submit CPF payment instructions for stamp duty and downpayment top-ups.
- Grant CPF Authorisation for legal firms acting in conveyancing.
Clients who have forgotten their SingPass password, have an outdated 2FA mobile number, or have an inactive SingPass account can face delays at critical transaction moments. Agents should advise clients to verify SingPass access well before the OTP exercise date.
IRAS Stamp Duty Payment
Stamp duty on property documents is paid through the IRAS e-Stamping portal, which requires SingPass login. Either the buyer, their solicitor, or the agent (with authorisation) can access the portal. SingPass authentication links the stamp duty payment to the correct NRIC, which is how IRAS tracks multiple property ownership for ABSD purposes.
Agents should confirm with their clients’ solicitors who will be responsible for initiating the stamp duty payment and ensure the client’s SingPass is accessible if self-payment is required.
HDB Resale Portal
The entire HDB resale transaction workflow is conducted via the HDB Resale Portal, which requires SingPass login for both buyer and seller. Key portal steps:
- Seller registers intent to sell.
- Buyer registers intent to buy (after HFE letter).
- Both parties submit OTP details online after the OTP is signed.
- HDB schedules the completion appointment.
- Final CPF refund confirmation is done via the portal.
The HDB portal has strict sequencing — actions must be taken within specified windows. Agents must be familiar with the deadlines: intent to sell is valid for 12 months, intent to buy submission must occur within 2 weeks after OTP grant, and the HDB completion appointment is set approximately 8 weeks after the OTP is exercised.
Who Can Access SingPass for Property Transactions
Singapore Citizens and Permanent Residents have full SingPass access and can use MyInfo for all property-related services.
Employment Pass and S Pass holders may register for SingPass if they have a valid FIN. However, their MyInfo data is more limited — IRAS income data and CPF history may not be pre-populated as comprehensively as for citizens and PRs. Banks and HDB may require additional manual documentation.
Foreigners without FIN (e.g., overseas buyers completing a private property purchase remotely) cannot access SingPass. Their solicitors handle all portal interactions, and all documentation must be submitted manually. Stamp duty payment and CPF (not applicable for foreigners) are handled through the law firm.
Limits of MyInfo Pre-Population
MyInfo pre-populates verified data — it does not verify future projections or fill gaps in incomplete records. Scenarios where MyInfo does not solve the documentation problem:
- New immigrants — clients who became PR or citizen recently will have limited IRAS and CPF history. Banks require minimum 12 months CPF contribution history for income verification. New citizens may need to submit employment letter and payslips as the primary income evidence.
- Overseas income — income earned abroad is not captured in IRAS records. Clients with overseas employment must provide foreign income documentation manually.
- Director fees and partnership income — these appear in NOA but may require additional context (audited accounts, ACRA profile) for banks to accept.
- Rental income — declared rental income appears in NOA, but banks apply a 30% deduction to rental income for TDSR purposes and may require tenancy agreements as supporting documents.
Agent Responsibilities Around Digital Workflows
Agents are not responsible for clients’ SingPass access — that is the client’s responsibility. However, agents should:
- Brief clients on the SingPass-dependent steps before they arise — not on the day of OTP exercise.
- Advise clients to verify their SingPass login and linked mobile number at the start of the transaction process, not when they need to use it urgently.
- Know which services require manual document upload versus MyInfo pre-population, so clients are not surprised by additional requests.
- Understand that agents must never handle a client’s SingPass login credentials. Assisting a client to transact under their SingPass without the client’s active participation is unauthorised use of a government digital identity and may constitute an offence.
Frequently Asked Questions
Q: Can a client use MyInfo to pre-fill their bank IPA application even if they recently changed jobs?
A: Yes, but the MyInfo income data will reflect last year's IRAS assessment and CPF contributions, which may understate current income. The client should submit current payslips and an employment letter to the bank in addition to the MyInfo data. Most banks will accept the higher of the two if current payslips are supported by an employment letter confirming the salary.
Q: Does the HDB HFE letter process require any manual document uploads?
A: In many cases, MyInfo pre-populates sufficient data for the HFE assessment. However, HDB may request supplementary documents for variable income earners, self-employed applicants, or applicants with recent employment changes. Clients should allow 3–4 weeks for HFE processing, especially if supplementary documents are requested.
Q: My client is a Singapore PR but does not have a SingPass account yet. What should they do?
A: PRs can register for SingPass online if they have a valid NRIC. Registration requires Singtel ID verification or in-person registration at a SingPass counter. Once registered, SingPass Mobile app activation takes a day. Agents should advise new PRs to register for SingPass immediately after receiving their NRIC — do not wait until they are in the middle of a transaction.
Q: Can a buyer's agent submit the HDB intent-to-buy registration on behalf of the client?
A: No. The HDB Resale Portal requires the buyer and seller to authenticate with their own SingPass. Agents can guide clients through the steps on-screen, but the client must personally complete each SingPass-authenticated action. The agent may enter information while the client observes, but the client must log in and submit actions themselves.
Q: What happens if a client loses their SingPass 2FA device during a time-sensitive transaction?
A: The client should call the SingPass helpline (6335-3533) immediately to update their 2FA device. Turnaround for 2FA updates can take 1–3 working days. Agents should flag SingPass readiness at the start of every transaction to avoid this scenario arising at a critical moment.
