Can Singles Buy HDB Flats in Singapore?
Yes — but with restrictions. Single Singapore Citizens can purchase HDB flats under specific schemes, all of which carry age, income, and flat type restrictions that do not apply to family or couple applicants. The main routes for single SC buyers:
- Single Singapore Citizen (SSC) scheme: For singles aged 35 and above. Applies to resale HDB flats of any size and BTO 2-room Flexi flats.
- Joint Singles Scheme (JSS): For two to four single SC or SPR individuals buying together. Applies to resale HDB flats. All co-buyers must be at least 35 years old (SC) or 35+ (SPR).
- Orphans Scheme: For orphaned siblings (at least one SC sibling, others can be SPR) buying together. Age minimum is 21. Applies to resale HDB flats.
Single Singapore Citizen (SSC) Scheme
The SSC scheme is the primary route for individual single SC buyers. The key eligibility conditions:

Agent note: The 35-year age minimum is absolute for solo SSC buyers. A single SC aged 34 cannot purchase any HDB flat, regardless of income or financial capacity. For singles in their early thirties, the realistic options are private property (no age restriction) or waiting until 35.
BTO Flat Restrictions for Singles
Under the SSC scheme, singles can only apply for BTO 2-room Flexi flats. They cannot apply for 3-room, 4-room, 5-room, or Executive BTO flats. The 2-room Flexi flat comes in two layouts:
- Type 1 (35 sqm): Designed primarily for seniors or those who prefer a smaller, lower-maintenance flat.
- Type 2 (45 sqm): Slightly larger, more suitable as a primary residence for a working adult.
Singles who want a larger flat (3-room or above) must purchase on the resale market. This is the primary reason why many single SC buyers prefer the resale market — it gives them access to flat sizes that BTO does not offer under the SSC scheme.
CPF Housing Grants for Single SC Buyers
Single SC buyers receive housing grants at half the rate of couple or family applicants. The key grants available:

For the EHG, the income ceiling for single SC buyers is $4,500/month gross — half the $9,000/month ceiling for couples. The grant amount scale is also halved. A single SC earning $2,500/month would receive $40,000 EHG (half the $80,000 that a couple at the same combined income level would receive).
HDB Concessionary Loan for Singles
Single SC buyers purchasing HDB flats under the SSC scheme may be eligible for the HDB concessionary loan, subject to the standard HDB loan eligibility conditions:
- Must have obtained an HFE letter confirming HDB loan eligibility
- Income ceiling for HDB loan eligibility: $7,000/month gross for single SC buyers
- Loan quantum: 80% LTV (of the lower of purchase price or HDB valuation)
- MSR 30% applies: monthly repayment on the HDB loan cannot exceed 30% of the single buyer’s gross monthly income
For a single SC earning $5,000/month, the MSR cap limits the monthly HDB loan repayment to $1,500. At a 2.6% concessionary rate over 25 years, that supports a loan of approximately $310,000 — which determines the affordable price range for a resale flat purchase.
Private Property Options for Singles
There is no age or marital status restriction on single buyers purchasing private residential property (condominiums, apartments, landed property). Singles purchasing private property:
- No ABSD on first property: A single SC buying their first Singapore residential property (private or HDB) pays 0% ABSD.
- ABSD on second property: If the single SC already owns a property (including an HDB flat) and buys a second one, they pay 20% ABSD — the same rate as a married SC couple buying a second property.
- No grant entitlement: CPF housing grants do not apply to private property purchases.
- LTV 75% for first bank loan: A single SC buying private property with no outstanding loans can borrow up to 75% of the property value, with at least 5% in cash and 20% from CPF or cash.
Singapore Permanent Residents (SPR) Who Are Single
Single SPR individuals cannot purchase new HDB flats directly from HDB. They also cannot purchase resale HDB flats alone — SPR buyers must form a family nucleus (e.g. with a spouse who is SC or SPR, or with parents). A single SPR with no family nucleus is not eligible to buy an HDB flat in any scheme.
For single SPR buyers, private property (condominium or landed, where eligible) is the primary route. SPR buyers pay 5% ABSD on their first residential property purchase.
Upgrading from SSC-Purchased Flat
A single SC who purchased under the SSC scheme (BTO 2-room Flexi or resale HDB) is subject to the same MOP rules as other HDB flat owners: 5 years for Standard flats (longer for Plus and Prime). After fulfilling the MOP, the single SC can:
- Sell the HDB flat and purchase a private property or larger resale HDB flat (if the single SC has since married and formed a family nucleus, they have access to more flat types)
- Purchase a private property while retaining the HDB flat — but they will pay 20% ABSD on the private purchase as a second-property buyer
- If they marry after the purchase, their new spouse does not automatically become a co-owner; an inter-spousal transfer would be required and would attract BSD
Using LEVR for Single Buyer Affordability
Single buyers are often constrained by the single-income TDSR and MSR caps. Before advising a single client on price range, run the Home Loan Calculator with their individual income to determine:
- Maximum loan quantum: Based on MSR 30% (for HDB) or TDSR 55% (for private), the buyer’s maximum monthly repayment determines maximum loan size.
- Grant impact: Estimate EHG eligibility (using the $4,500 income ceiling and halved grant scale) and add PHG if applicable. Subtract from target purchase price to get net amount to finance.
- Upfront cash requirement: For HDB loans: 10% downpayment (minimum 5% cash for bank loans; 0% cash for HDB loans). For private: 5% cash, 20% CPF/cash.
