Timeline Overview
An HDB resale transaction has six distinct stages. Each stage has prerequisites, and delays at any one stage cascade to the next. A well-managed HDB resale transaction completes in 8 to 10 weeks from OTP grant. Poorly timed or incomplete documentation can extend this to 12 to 16 weeks.

Stage 1 — HDB Flat Eligibility (HFE) Letter
The HFE letter replaced the earlier Eligibility Letter (EL) and Approval Letter processes. It is a single integrated letter that confirms:
- Whether the buyer is eligible to purchase an HDB resale flat (based on citizenship, family nucleus, and existing property ownership)
- The CPF housing grants the buyer qualifies for (Enhanced CPF Housing Grant, Proximity Housing Grant, Step-Up CPF Housing Grant)
- The HDB concessionary loan ceiling (if applicable) or confirmation that the buyer must take a bank loan
The HFE letter must be in force before the seller can grant the OTP. This is a hard procedural requirement — not a soft recommendation. An OTP granted without a valid HFE letter cannot be registered with HDB.
Agent note: The HFE letter can take up to 30 working days (approximately 6 weeks) to issue. Buyers who start their property search before applying for an HFE letter risk losing their preferred unit to another buyer while they wait. Advise buyers to apply for the HFE letter as the first step, before any serious property search begins.
HFE letters are valid for 6 months from date of issue. If the buyer does not exercise an OTP within 6 months, they must apply for a new HFE letter.
Stage 2 — Property Search and OTP
Once the HFE letter is in hand, the buyer can actively search for a resale flat and negotiate with sellers. When a price is agreed:
- Seller grants the OTP: Using HDB’s prescribed OTP form. The buyer pays the option fee (maximum SGD 1,000 for HDB resale). This fee is part of the purchase price.
- 21-day option period: The buyer has 21 calendar days to decide whether to exercise. During this period, the seller cannot grant an OTP to any other buyer.
- Buyer exercises the OTP: Signs the acceptance form and pays the exercise fee. Total option fee + exercise fee cannot exceed SGD 5,000 for HDB resale. The remaining deposit (balance to make up 10% of purchase price, if agreed) is payable at the first HDB appointment.
Stage 3 — Resale Application Submission
Within 7 days of the buyer exercising the OTP, both the buyer and seller must independently submit their portions of the resale application via the HDB Resale Portal (resale.hdb.gov.sg). They do not need to submit together or at the same time — but both submissions must be completed within the 7-day window.
Documents typically required at submission:
- Valid HFE letter (buyer)
- NRIC / Passport details for all persons listed on the application
- Particulars of the flat (block, unit, floor area, agreed transaction price)
- Seller’s CPF withdrawal information (for CPF board to update records on the seller’s sale)
- Buyer’s CPF Ordinary Account balance (if using CPF for purchase)
Common delay point: Incomplete or incorrect information in the resale portal submission is the most common cause of HDB processing delays. Agents should verify both parties’ submissions before the 7-day deadline, not after.
Stage 4 — HDB Acceptance and Valuation
After receiving both parties’ submissions, HDB will:
- Acknowledge the application and assign an appointment slot for the first HDB appointment (typically 4 to 6 weeks from acknowledgement).
- Arrange a valuation of the flat. HDB’s approved valuers conduct an independent assessment. The valuation determines:
- The CPF withdrawal ceiling (buyer can use CPF up to the valuation limit, not the purchase price if COV is paid)
- The HDB loan ceiling (if the buyer is taking an HDB concessionary loan, it is based on the lower of purchase price or valuation)
- Whether any Cash-Over-Valuation (COV) applies — the amount by which the agreed price exceeds the HDB valuation, which must be paid in cash
- Confirm grant eligibility based on the HFE letter. The CPF housing grants (EHG, PHG, Step-Up) are applied as a credit against the purchase price.
During this stage, the buyer should also finalise their financing. If taking an HDB loan, the loan is based on the approved HFE letter ceiling. If taking a bank loan, the buyer should obtain the bank’s formal Letter of Offer (LO) during this period — not after the first appointment.
Stage 5 — HDB Appointments
HDB conducts two appointments for resale transactions. Both buyer and seller (or their solicitors / authorised representatives) must attend.
First Appointment
The first appointment is conducted at HDB Hub (or via e-appointment). At this appointment:
- HDB officer verifies the resale application, confirms eligibility, and reviews the OTP
- Buyer pays the balance deposit (if any) to bring total deposit to agreed level
- Seller acknowledges the agreed transaction terms
- Completion date is set (typically 6 to 8 weeks from the first appointment)
Second Appointment (Completion)
The second appointment is the completion of the transaction. At this appointment:
- Legal documents (conveyancing documents) are signed by both parties
- Balance purchase price is paid: CPF withdrawal, HDB loan drawdown or bank loan disbursement, and any remaining cash balance
- Seller’s CPF refund is processed (CPF principal + accrued interest repaid to seller’s CPF OA, with any remaining proceeds paid in cash)
- Seller’s outstanding HDB loan (if any) is redeemed from sale proceeds
- Keys are handed to the buyer
What sellers forget: The seller does not receive 100% of the sale price in cash. CPF principal withdrawn (plus accrued interest) must be refunded to the seller’s CPF OA first. Any outstanding HDB or bank loan is redeemed from proceeds. The remaining amount is the seller’s net cash. Agents should walk sellers through a net proceeds calculation before they commit to the transaction price — not after.
Realistic Timeline for Agents to Communicate

Clients who have an existing home to sell before buying (the classic HDB-to-HDB or HDB-to-private upgrade) should plan their timelines so that the sale completion and purchase completion dates align — or have a temporary housing arrangement if there is a gap.
Where LEVR Fits Into the HDB Resale Process
LEVR’s role is in the financial modelling before the HFE application, not during conveyancing. The key pre-transaction checks:
- MSR and TDSR check: Before the buyer applies for an HFE letter, run their income through the Home Loan Calculator to confirm they can qualify for a loan large enough to cover the target price range. HDB loans are capped at 80% LTV; bank loans for HDB at 75%. The MSR 30% cap constrains the monthly repayment for HDB purchases regardless of the buyer’s total debt.
- CPF usage check: Estimate how much of the CPF OA balance can be applied to the purchase price after the valuation, and how much cash is needed on top.
- ABSD check: If the buyer already owns a Singapore residential property, the ABSD on the HDB purchase (as a second property) must be confirmed before the OTP is exercised. SC buyers pay 20% ABSD on a second property — even an HDB flat.
