Can SPRs Buy HDB Resale Flats?

Yes — Singapore Permanent Residents can purchase HDB resale flats, but only under specific eligibility conditions and subject to restrictions that do not apply to Singapore Citizen buyers. The key constraints are:

  • A 30-month waiting period from the date SPR status is obtained before an SPR can purchase an HDB resale flat
  • SPR buyers must form an eligible household — they cannot purchase an HDB resale flat as a single individual
  • SPR buyers pay 5% ABSD on the purchase price (their first Singapore residential property)
  • SPR buyers are not eligible for the Enhanced CPF Housing Grant (EHG), Family Grant, or Proximity Housing Grant — grants are only available to households with at least one Singapore Citizen
  • SPR buyers are not eligible to take an HDB Housing Loan — they must finance via a bank loan

The 30-Month Waiting Period

An SPR cannot purchase an HDB resale flat until they have held SPR status for at least 30 months. This period is measured from the date the SPR Entry Permit was issued (i.e., the date PR status was granted), not from the date of arrival in Singapore or the date of any subsequent document renewal.

The 30-month rule applies to all SPR buyers in the household. If both buyers are SPRs, both must have held PR status for at least 30 months at the time of application. In a mixed SC+SPR household (SC main applicant, SPR co-applicant), the SPR’s 30-month eligibility is still relevant if the SPR is listed as a co-owner — but the SC applicant may proceed if the SPR is listed only as an occupier.

Agent note: Newly-granted PRs are a common source of confusion. An SPR who received their Entry Permit 6 months ago cannot purchase an HDB resale flat for another 24 months. Always check the Entry Permit date — not the NRIC issue date — to confirm the 30-month eligibility. NRIC renewals and re-entries do not restart the clock.

Eligible Purchase Schemes for SPR Buyers

SPRs purchasing HDB resale flats must buy under one of the approved HDB ownership schemes. The most common for SPR buyers are:

Public Scheme: SPR + Eligible Family Member

An SPR can purchase an HDB resale flat under the Public Scheme by forming a family nucleus with an eligible family member. The family nucleus can include:

  • A Singapore Citizen or SPR spouse (both must satisfy the 30-month eligibility if both are SPRs)
  • SC or SPR children, parents, or siblings — depending on the scheme applicant’s household composition

Non-Citizen Spouse Scheme

An SPR who is married to a non-resident foreigner (not SC or SPR) cannot form a standard Public Scheme family nucleus for an HDB purchase. They would need to assess eligibility under the Non-Citizen Spouse Scheme, which has specific conditions and is assessed by HDB on a case-by-case basis.

SPR Cannot Buy Alone

Unlike Singapore Citizens aged 35 and above (who can purchase under the Single Singapore Citizen Scheme), there is no equivalent scheme for single SPRs. An SPR cannot purchase an HDB resale flat alone, regardless of age. An SPR buyer must always have an eligible co-applicant.

ABSD and Grant Implications for SPR Buyers

ABSD on First HDB Resale Purchase

An SPR household purchasing their first Singapore residential property (an HDB resale flat) pays 5% ABSD on the purchase price. For a flat priced at $600,000, this is $30,000 in ABSD, in addition to BSD of approximately $13,600. Total stamp duty for a first HDB resale purchase at $600,000 for an SPR household is approximately $43,600.

In a mixed SC+SPR household purchasing jointly, the ABSD rate is determined by the lower applicable rate across the co-buyers — for an SC+SPR joint first purchase, SC rates apply (0% ABSD). This is an important cost advantage of joint SC+SPR purchasing over SPR-only purchasing.

CPF Housing Grants: SPR-Only Households Not Eligible

CPF housing grants for HDB resale purchases — including the Enhanced CPF Housing Grant (EHG), Family Grant, and Proximity Housing Grant (PHG) — are available only to households that include at least one Singapore Citizen. SPR-only households (both buyers are SPRs) are not eligible for any CPF housing grant.

For a mixed SC+SPR household, grants are available at the SC-eligible rates (not the SPR-excluded rates), subject to income ceiling conditions.

Financing Rules: Bank Loan Only

SPR buyers are not eligible to take an HDB concessionary loan. They must finance their HDB resale flat purchase via a bank loan, subject to the standard LTV and TDSR rules:

  • LTV of 75% (first loan, no outstanding loans) — meaning 25% downpayment is required, with at least 5% in cash
  • TDSR ceiling of 55% on total monthly debt obligations to gross income
  • CPF OA can be used for the downpayment and monthly instalments, subject to the Valuation Limit and Withdrawal Limit rules

Unlike SC buyers who can choose the HDB loan (which offers 80% LTV and no lock-in period), SPR buyers always face the bank loan LTV structure and its associated cash requirement of at least 5% in cash.

  1. Confirm 30-month eligibility: Check the SPR Entry Permit issue date. Both buyers must have held PR for 30+ months if both are SPRs.
  2. Confirm household composition: SPR buyer must have an eligible co-applicant. Identify the scheme applicable.
  3. ABSD: Confirm property count. If this is the first Singapore residential property for both buyers, ABSD is 5% (SPR-only) or 0% (SC+SPR joint purchase).
  4. Grant eligibility: SPR-only households are not eligible for any CPF housing grant. If there is an SC buyer, confirm grant eligibility through the HFE letter.
  5. Financing: SPR buyers must use a bank loan. Confirm AIP from a bank and check TDSR passes before showing property.
  6. EIP/SPR quota: Check the HDB resale portal for EIP and SPR quota availability for the specific block being considered.
