What Is a Family Nucleus

A family nucleus is the core household unit that qualifies for an HDB flat application or resale purchase. HDB uses the family nucleus concept to determine whether a buyer has the household composition required under the applicable scheme. Different HDB schemes have different family nucleus requirements. At the most basic level, a family nucleus consists of the applicant and at least one other person who will live in the flat — but the qualifying relationships differ by scheme.

Main Eligibility Schemes and Family Nucleus

The main HDB purchase schemes and their family nucleus requirements are:

  • Public Scheme (Family): The most common scheme. Applicants can form a nucleus with: a spouse or intended spouse, a parent or parents, a child or children (including legally adopted children), or a sibling. At least one person in the nucleus must be a Singapore Citizen. All members of the nucleus must be listed on the application.
  • Fiance/Fiancee Scheme: Allows a couple who intend to marry but are not yet married to apply for an HDB flat together. The couple must register the marriage within 3 months of the flat completion (for BTO) or the resale completion. If the marriage does not take place, HDB may require the flat to be returned.
  • Orphans Scheme: For orphans (with no living parents) who are applying together with their siblings. All siblings must be unmarried at the time of application and must continue living together in the flat.
  • Single Singapore Citizen (SSC) Scheme: Single Singapore Citizens aged 35 and above can apply for a 2-room Flexi flat (BTO) or a resale flat on their own — there is no requirement for a family nucleus. This scheme has its own restrictions on flat type and location.
  • Joint Singles Scheme: Allows two to four unmarried Singapore Citizens aged 35 and above to buy an HDB resale flat together. Each applicant must not own any other property.
  • Non-Citizen Spouse Scheme: A Singapore Citizen married to a non-citizen (who is not an SPR) can apply for an HDB resale flat under this scheme, with the non-citizen spouse listed as an occupier (not co-owner).

Citizenship Requirements

The citizenship requirements for the family nucleus are:

  • For BTO flats, at least one applicant (the main applicant or co-applicant) must be a Singapore Citizen.
  • For resale flats, at least one buyer must be a Singapore Citizen. An SPR household (all members are SPR) can buy an HDB resale flat, but with additional restrictions — higher buyer stamp duty at the point of this article, and no CPF housing grants for an all-SPR household.
  • Foreigners who are not Singapore Citizens or SPRs cannot purchase HDB flats (BTO or resale) under any scheme.

Who Can Be Listed in the Family Nucleus

Members who can be included in the family nucleus (for the Public Scheme) include:

  • Legally married spouse or intended spouse (fiancee scheme)
  • Parents — biological or legally adoptive parents; step-parents registered on the birth certificate or by court order
  • Children — biological children, legally adopted children, step-children
  • Siblings — biological, legally adopted, or step-siblings (where the applicant is an orphan under the Orphans Scheme)

Grandparents, cousins, aunts, uncles, and friends are generally not eligible to form part of the family nucleus for a new flat application. However, they may be listed as approved occupiers (not co-owners or essential occupiers) in some circumstances, subject to HDB approval.

Essential Occupiers vs Co-owners

HDB distinguishes between co-owners (who are registered owners of the flat and bear joint ownership) and essential occupiers (who form part of the family nucleus to qualify for the flat but are not registered as owners). This distinction matters for several reasons:

  • Essential occupiers cannot own other HDB flats during the MOP — they are counted as part of the household and subject to the same restrictions as the flat owner.
  • Removing an essential occupier from the household during the MOP requires HDB approval and may affect the flat's eligibility for continued occupation.
  • Ownership share and succession: Only co-owners have an ownership share that passes by law on death or divorce. Essential occupiers have no legal ownership interest in the flat.

Family Nucleus During the MOP

During the Minimum Occupation Period (MOP — typically 5 years for most HDB flat types), the following apply:

  • The flat must be occupied by the owner(s) and the essential occupiers who formed the qualifying family nucleus.
  • Changes to the family nucleus during the MOP (e.g., marriage breakdown leading to one spouse wanting to be removed) require HDB's approval and cannot be made unilaterally.
  • An essential occupier who leaves the household (e.g., a parent who moves out) during the MOP may need to be reflected in a formal amendment to HDB's records.

Guidance for Property Agents

  • Verify the buyer's family nucleus before advising on eligibility: Different schemes have different requirements. Before advising a client on which flats they are eligible to buy, confirm the composition of the household and which scheme applies. Do not assume eligibility without checking.
  • Alert clients to essential occupier implications:Buyers who are including a parent or sibling as an essential occupier (not a co-owner) should understand that the essential occupier cannot own another HDB flat during the MOP and is bound by the same restrictions as the owner.
  • Refer complex eligibility questions to HDB directly:Eligibility rules change, and individual circumstances (non-standard family structures, divorce, remarriage, citizenship changes) can create complex eligibility questions. Refer clients to HDB's website, the HDB Flat Portal, or an HDB branch for definitive eligibility confirmation.
  • Check whether existing flat ownership affects eligibility:A buyer who already owns an HDB flat (or whose spouse owns one) may not be eligible to buy another HDB flat under most schemes without first disposing of the existing flat. Confirm ownership status before proceeding.
